There are a couple of points to make now:
1. All of these frequencies can be relevant to processes that affect humans.
Point 1. The eye can receive frequencies and interpret learned responses. (such as educational processes, including video, and possible brain controlled frequencies). The eye can also receive other frequencies that are not learned. (such as other light frequencies like ultraviolet, and magnetic frequencies.)
A. Learned responses; (We are what we surround ourselves with).
a. Parents are usually a good source of learning; they teach us how to eat, bath, walk, obey (cultural religion), play, etc., some basic education, even higher education. For the most part especially in America the (United States), higher education is institutionally administered. Forever changing the quality, accelerated by the norm of society. Possibly not good as we see the norm change to violence and disobedience. Also regulated in U.S. by law., Also I believe most of the world adopts institutional learning
b. Other examples would
of a learned response. (monkey see monkey do) orientation.( such as under
civilized humans of the world) some of have been recently discovered in
various tribes
c. Visual communication is a very large response, whether motion or picture or just looking around. It involves items a. and b. just by vision only. Some is good some is bad. The big screen, television , printed material, the stage, etc.
d. The Brain would incorporate. or interpret the possible visionary response, which could be learned.

B. Not learned;
(We are our surroundings) �
a. A vision, (so to speak is brain induced), whether sane, insane. Also taking into consideration of drug induced visionary situations. (such as dreams (human chemicals released by the brain), hallucinations, etc.).

b. Including the eye site of babies before understanding or learning.
All sorts of other species have eyes to aid there existence.
c.� This one explanation is experience rated; Telepathic, I have Experienced myself by eye contact with another person, seeming as though you were reading their mind. Becoming almost prophetic, because the subject at hand came about.

2. Quality is a word, which becomes a measuring instrument, mainly in the eye of the beholder or socially beholders.
A. The quality and purpose of these processes are of the up most importance.

a. All people hold some sort of quality standard whether it be high or low, good or bad, moral or immoral, (which is a standard in itself).
b2. Seeing or visualizing, affects the way learned responses in life become a reality. This is one of the ways are cultures vary around the world. If all that you see or are allowed to see is where you live, that is most likely what you will become. Some people actually choose to change their reality by changing what they see.
